REGULATIONS
on “the Open Olympiad of the Peoples’ Friendship University of Russia for foreign citizens”

“The Open Olympiad of the Peoples’ Friendship University of Russia for foreign citizens” is organized and held in accordance with the applicable legislation of the Russian Federation and the requirements of the national legislation of host countries.

  1. General Provisions

These Regulations on “the Open Olympiad of the Peoples’ Friendship University of Russia for foreign citizens” (hereinafter – the Olympiad) determine the procedure for arranging and holding the Olympiad, its organizational and methodological support, rules of participation, procedure for determining the winners of the Olympiad and their rights. The Olympiad is held in the framework of the annual campaign for the selection of talented candidates for studying at RUDN University at the expense of the federal budget, and on a contractual basis.

1.2. The Olympiad is held by the federal state autonomous educational institution of higher education “Peoples’ Friendship University of Russia”.The vice-rector for international academic mobility is responsible for the organizational and methodological support of the Olympiad. The Olympiad is held in foreign countries in coordination and cooperation with educational authorities and educational institutions of foreign countries.

1.3. The main purposes of the Olympiad are:

RUDN University brand promotion;

RUDN educational programmes promotion;

engaging to RUDN University the most talented foreign students motivated to get education according to the priorities, needs and demands of both foreign countries and Russia;

promotion of competitive environment and creating conditions for creative aspirations of foreign students interested in studying at RUDN University.

1.4. To engage the most talented foreign students to study at the University the following tasks are to be completed:

to get the most prepared students of senior classes of national educational organizations and undergraduates of national higher education institutions involved in participation in the Olympiad;

to direct the talented candidates towards admission to the University during the Olympiad;

to acquaint the candidates with the requirements and conditions of studies at the University.

1.5. The Olympiad may be held:

1.5.1. in general subjects for admission to the first year of undergraduate and specialist programs;

1.5.2. in major subjects/disciplines of bachelor’s programmes for admission to the first year of master’s programmes.

The list of the Olympiad major disciplines is annually approved by the order of the Rector of the University.

1.6. For students of national educational institutions the Olympiad tasks are created on the basis of exemplary educational programmes of compulsory and secondary general education, for undergraduates of national higher education institutions the tasks are created based on competencies acquired at the level of bachelor’s degree programmes. The tasks may include solving non-standard and original problems.

1.7. The Olympiad is financed from the sources compatible with the requirements of the Charter of the RUDN University.

 

  1. The procedure for organizing and methodological support of the Olympiad

2.1. The foreign citizens studying in educational programmes of secondary (full) general education and undergraduate programmes can participate in the Olympiad on a voluntary basis.The participation in the Olympiad is free.

2.2. The Olympiad is held annually in writing. The term, language and form of the Olympiad are determined by the order of the Rector.

2.3. The information about the form, place and term of the Olympiad is available on the Olympiad official website and the official website of the RUDN University.

2.4. The Olympiad Organizing Committee and the Jury for each of the subjects are annually created for holding the Olympiad. The Organizing Committee members perform their duties on a voluntary basis.

 

The members of the Organizing Committee are approved by the order of the Rector of the RUDN University.

2.5. The Olympiad Organizing Committee:

approves of the Olympiad tasks;

organizes the Olympiad;

approves of the criteria for the Olympiad participants’ works evaluation;

decides the winners of the Olympiad based on the records submitted by the Chairman of the subject juries;

awards the Olympiad winners;

performs other functions related to holding the Olympiad.

2.6. The Jury of the Olympiad for each subject is formed from the representatives of faculties and institutes. The Jury members may be representatives of national educational organizations. The Jury shall be approved by the order of the Rector of RUDN University. The Jury members perform their duties on a voluntary basis.

 

2.7. The Jury of the Olympiad:

elaborates the Olympiad tasks and submits them to the Organizing Committee for their translation into the language of the host country of the Olympiad;

submits to the Organizing Committee examples of the Olympiad tasks solutions and other information to be placed on the website of the Olympiad;

develops criteria for evaluating the Olympiad tasks solved;

checks written works of the Olympiad participants;

prepares final records of Olympiad participants’ works evaluation to be approved by the Organizing Committee;

performs other functions in accordance with the Regulations on the Olympiad.

 

  1. The procedure for holding the Olympiad

3.1. On the day of the Olympiad all Olympiad participants shall be registered in person.

3.2. The participants are admitted to participation in the Olympiad upon presentation of personal identity documents. The Olympiad participants are responsible for the accuracy of the information provided when filling in the blank title page of Olympiad tasks.

3.2. The participants are admitted to the auditorium according to the participants list.

3.3. The Authorized Representative of the Peoples’ Friendship University of Russia is responsible for the correctness of the data and the accuracy of the completed form of the title page of the Olympiad task.

3.4. The authorized representative is appointed by the order of the Rector of RUDN University.

3.5. At the end of the Olympiad the authorized representative of RUDN University collects Olympiad tasks in a specially dedicated parcel and in the presence of the host country representative and at least two Olympiad participants closes and seals the envelope.

3.6. The sealed envelope containing the works is transmitted on the basis of an act to the executive secretary of the Olympiad Organizing Committee.

3.7. The Olympiad Organizing Committee decides on the duration of the Olympiad in each of the subjects based on the proposal of the Chairman of the subject juries, and includes this information in the protocol of the Olympiad Organizing Committee session before holding the first Olympiad of the year.

3.8. The Olympiad works are checked only if their author’s name is mentioned.

3.9. The auditorium for holding the Olympiad in each of the subjects must comply with sanitary norms and fire safety regulations.

3.10. During the Olympiad it is forbidden to use all electronic information carriers. It is allowed to use a non-programmable calculator.

3.11. During the Olympiad the entrance to the auditorium where it is being held, is allowed to the authorized representatives of RUDN University. The presence of other persons without RUDN University authorized representative’s permission is not allowed.

3.11. The Olympiad works are kept in the Organizing Committee within one year from the date of the Olympiad.

3.12. The appeal of the Olympiad results is not provided for.

 

  1. Procedure for works encryption and decryption

4.1. Within five working days the written works of the participants are printed out and encrypted. The appropriate encryption cipher is indicated on an encryption sheet, it is duplicated on the front page of the work in the specially designated space. All pages with their author’s name are withdrawn when being encrypted and are not subject to inspection. The works are transferred to the jury to be checked.

4.2. Tasks performance is assessed by the jury in accordance with the criteria adopted by the Olympiad Organizing Committee.

4.3. After being checked the Olympiad participants’ works are decrypted.

4.4. The participants’ results are recorded in the final assessment records of the Olympiad- a table which is a ranked list of the participants’ names arranged in descending order of their scores. The names of the participants having the same scores are arranged in alphabetical order.

4.5. The Chairman of the subject jury shall send the records to the Olympiad Organizing Committee to determine the winners scored maximum points.

4.6. The check of the Olympiad works is carried out only at RUDN University premises and only by the subject jury members.

4.7. The final assessment records of participants’ works in each of the subjects are signed by the chairman and at least two members of the Olympiad subject jury.

 

  1. Procedure for summarizing the results of the Olympiad

 

5.1. The Olympiad results are summarized at the meeting of the Organizing Committee on the basis of the final assessment records of subject juries. The winners (participants scored the highest number of points) and prize-winners (participants scored the second highest number of points) are determined based on the results of RUDN University Open Olympiad in subjects for foreign students. The decision on deciding the winners is finalized in the protocol of the Organizing Committee and approved by the order of the Rector.

5.2. The Olympiad winners are determined based on the scored points for the implementation of written tasks. The number of prize places is annually approved by the order of the Rector.

5.3. The participants who scored the same number of points are recognized as winners and prize winners respectively.

5.4. In case the Olympiad winner refuses to study at Peoples’ Friendship University of Russia, the Olympiad Organizing Committee has the right to nominate the other participant scoring the highest number of points.

5.5. The Olympiad winners are awarded with diplomas granting the right to enroll at RUDN University to the budget form of study, in accordance with the admission rules approved by the order of the Rector.

5.6. The Olympiad prize winners are awarded with certificates of participation giving the right to receive tuition fee discounts in the chosen field of study/profession on a contractual basis.

5.7. The diplomas for winners and certificates for prize-winners of the Olympiad of the standard format established at RUDN University are signed by the Rector of RUDN University.

5.8. The information about the winners is posted on the official website of the Olympiad at the address: http://olymp.rudn.ru/.

6.1. In order to ensure openness, transparency and objectivity of decision-making during the Olympiad, its results are posted on the official website of the University, the official website of the Olympiad, websites of educational institutions – partners, the website of the “5-100” program.
